                   A RESOLUTION AUTHORIZING THE TEMPORARY
                   CLOSURE OF RIVERFRONT PARKWAY MORE
                   PARTICULARLY DESCRIBED HEREIN ON SATURDAY,
                   SEPTEMBER 8, 1990 FOR "DARRYL AND HIS HAPPY
                   CLOWNS SAY NO TO DRUGS FESTIVAL" SPONSORED
                   BY THE HAPPY CLOWNS ANTI-DRUG ORGANIZATION
                   UNDER CERTAIN CONDITIONS.
                  
                  
                                                      
                  
                  
       	    	 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
       CHATTANOOGA, TENNESSEE, That there be and is hereby authorized 
the
       temporary closing of Riverfront Parkway from the entrance to
       Ross's Landing to River Street on Saturday, September 8, 1990 
from
       3:00 p.m. to 8:00 p.m. for the presentation of "Darryl and His
       Happy Clowns Say No to Drugs Festival" sponsored by the Happy
       Clowns Anti-Drug Organization provided that the sponsor shall set 

       out flasher barricades, road closed and detour signs in 
accordance
       with the traffic control plan attached hereto and shall provide,
       at all times, an access lane for fire and other emergency
       vehicles.
